PA Lottery Battle Continues

Attorney general Kathleen Kane has rejected a proposed $34 billion contract
with British-based Camelot global services pa LLC to manage the Pennsylvania
lottery, citing state constitutional violations and the administration's lack
of authority to expand gaming. Kane said
the proposed contract is "an unlawful extension of executive authority
that infringes on the general assembly's power to make policy choices regarding
the management and operation of the lottery." she also said the proposed gaming expansion
under the contract "usurps the authority of the gaming control board with
regards to slot machines" defined by current law. Senator stack says that's what many lawmakers
have been saying all along about the
contract and the process under which it was devised. The Corbett administration
has said that allowing an outside company to manage the day-to-day operations
at the Pennsylvania lottery would provide more stable funding for programs that
would benefit a growing population of senior citizens. Senator Stack says, “There's
no reason the lottery can't be improved to maximize profits under state
ownership.”
