Local Borough Requests for State Grant

BROCKWAY - Brockway Council will be applying for a state grant to fund nearly $500,000 in needed renovations to the borough building. At its meeting last night, council directed having borough Manager Laurie Wayne submit the request through the Department of Community and Economic Development. If approved, the grant would cover several construction and improvement projects, including the installation of a new furnace, adding handicapped accessibility, including an elevator, and installing new energy efficient windows and insulation. In other business, Assistant Solicitor Ross Ferraro clarified why the borough was unable to adopt a recently proposed ordinance presented by a local environmental watchdog group. Even though the ordinance was designed to ensure protection of the borough's water during gas drilling along the Toby Creek Watershed, Ferraro said the borough does not own the property where the watershed is located, so it has no legal rights over the watershed. Following some revisions to the ordinance, it will be presented to the Brockway Area Water Authority and to the board of supervisors in Snyder and Horton townships. Council also received a request for support from the Tri-County Rails to Trails group. The group is working with the state Department of Environmental Protection for approval to use a portion of the dike along the borough's flood control project as an access route that would connect the Clarion-Little Toby Trail with Route 219
