HARRISBURG  (ap) - Authorities say the perversion of the Pennsylvania Turnpike Commission's process of hiring consultants to reward political contributors was an open secret in Harrisburg's power circles. But former Senate Democratic leader Bob Mellow is the only elected official facing charges. Meanwhile, some top state officials and turnpike commission members of past and present say they knew nothing of such allegedly pervasive corruption.
