STATE COLLEGE - Wednesday is the first day of spring but winter weather is hanging on. The National Weather Service in State College has issued  a  winter storm watch, which is in effect from Monday morning through late Monday night. Snow will develop during the morning hours with the heaviest snow likely from late Monday morning through the afternoon hours. Three to six inches of snow is expected. Afterward, a changeover to sleet then freezing rain will occur and last into Monday night. There will be dangerous traveling conditions and substantial reductions in visibility possible due to snow and ice covered roads.
