Restructuring in Harrisburg Complete

HARRIBURG - A state appointee in charge of the troubled finances of Pennsylvania’s capital city says a $360 million restructuring plan is complete. Under the plan, Harrisburg’s trash incinerator was sold for nearly $130 million; the city will pay off about $283 million in borrowed money. Also, creditors will walk away from some city debt.
